A Lagos-based lawyer, Sunday Elimihe, has threatened legal action against the Lagos State Government over the restriction of movement during the state’s environmental sanitation exercise on Saturday, September 26, 2026.
Elimihe, who expressed his displeasure in a statement, said he was prevented from proceeding beyond Iyana-Ipaja Roundabout while travelling to High Castle Estate for a scheduled appointment with a client.
According to him, he arrived at the roundabout at about 7am and discovered that the road had been blocked. He said he was informed that the restriction was based on a directive from the Lagos State Government as part of the environmental sanitation exercise.
The lawyer argued that the restriction violated citizens’ constitutional right to freedom of movement, citing Section 41 of the 1999 Constitution, as amended.
Elimihe maintained that any directive restricting the movement of citizens must have a legal basis and comply with the provisions of the Constitution and other applicable laws.
He described the restriction as unlawful and said he intended to approach the court to challenge what he termed the Lagos State Government’s “draconian directive.”
“I’m going to sue the Lagos State Government regarding this directive and also demand compensation,” Elimihe said.
He said the planned legal action would seek appropriate redress over the restriction and any loss or inconvenience that may be established to have resulted from the incident.
The lawyer also called for greater consideration of citizens’ constitutional rights when implementing environmental sanitation and other public measures that may affect freedom of movement.
